4 The government is introducing a completely new framework under the Aged Care Act 2024, replacing the 1997 legislation. This reform is the result of years of scrutiny, including findings from the Royal Commission into Aged Care Quality and Safety, which highlighted serious failings in the current system. The changes are big, and they signal a clear shift toward putting the needs and rights of older Australians first. At the core of the new Act is a Statement of Rights. This formal document guarantees that people receiving aged care - whether at home or in a residential facility - are treated with dignity, are involved in decisions about their care, and have access to services that respect their choices, culture, and identity. Importantly, there will be tougher regulation and stronger oversight of aged care providers. The Aged Care Quality and Safety Commission will be given more authority to ensure compliance and take action when standards aren't met. Whistleblowers will also receive better protection, helping to shine a light on poor practices without fear of retaliation. A major feature of the reform is the new Support at Home program, which will replace the current Home Care Packages, Short-Term Restorative Care, and several other services. This simplified system will offer eight levels of funding - ranging from $11,000 to $78,000 per year - tailored to your care needs. Services will fall into three categories: Clinical care – Government-funded nursing and allied health services. Independence support – Help with tasks such as showering, mobility, or taking medication. Everyday living services – Domestic assistance like cleaning, gardening, and meal preparation. There will also be dedicated funding for restorative care (up to $6,000) and end-of-life support at home (up to $25,000), providing greater flexibility for short-term or palliative needs. What Will It Cost? How much you’ll pay will depend on your financial situation. Full pensioners will see relatively modest fees: 5% for independence support and 17.5% for everyday services. Self-funded retirees, however, will contribute significantly more - up to 80% of costs for independence support and 50% for everyday services. A lifetime cap of $130,000 will apply to non-clinical care costs, ensuring costs don’t spiral indefinitely. It’s worth noting that clinical services will remain fully government-funded for everyone, regardless of income. Changes to Residential Aged Care For those moving into residential aged care after 1 July 2025, there will be a new means-tested “hotelling” supplement, which covers your accommodation, meals, and general living costs. Providers will also have more flexibility in setting room prices, with increased transparency requirements to help you make informed choices. If you’re already living in a residential aged care facility before the transition date, your current pricing arrangements will remain unchanged. A Time to Prepare For many over 50, these reforms are both a reassurance and a wake-up call. On one hand, they promise more personalised, respectful care and clearer rights. On the other, they highlight the importance of planning ahead - financially and personally - for your later years. The reforms are designed to give older Australians more control, more support to stay at home for longer, and more clarity around what to expect from care providers. But with greater transparency comes the need to understand your entitlements, your financial responsibilities, and how to access the care that suits your lifestyle and values. There are concerns among providers about the tight timeline and the complexity of transitioning to a new system. Calls have been made to delay implementation to ensure smooth delivery. Whether the July 2025 deadline holds or shifts, the direction is clear: aged care in Australia is evolving. For those of us entering the next chapter of life, this is a chance to ensure we do so with confidence, clarity, and care that reflects who we are and what we deserve. In 1787, a fleet of eleven ships left Portsmouth in England bound for Botany Bay. They arrived on 18th January 1788, but the commander, Captain Arthur Phillip, rejected this area and moved the fleet to Port Jackson, landing on 26th January. While this is common, it’s not something we simply have to accept as an inevitable part of aging. Understanding the reasons behind disrupted sleep can empower people to take steps toward better rest. 10 Australian residents aged between 45-74 are invited to screen for bowel cancer through the National Bowel Cancer Screening Program. The bowel screening tests are completed at home in private and returned in the mail. Why is it important to do the test? Bowel Cancer is one of the most common cancers in Australia, and the second highest cause of cancer death. Around 400 Gold Coast residents are diagnosed each year. Bowel cancers found through routine screening are usually less advanced than those diagnosed at a later stage, often after symptoms appear. Most bowel cancers are treatable if detected early. How does the test work? The bowel screening test looks for tiny amounts of blood in a person’s poo, which may be a sign of changes in the bowel. If blood is found in either of the test samples, the next step is usually a diagnostic test, such as a colonoscopy, to check the bowel for any abnormalities. Most people who have blood detected in their samples will not have bowel cancer, but many will have small growths in their bowel called polyps. If polyps are found during a colonoscopy they are usually removed, which prevents them from potentially turning into a cancer at a later stage. Are the tests suitable for everyone? Bowel screening tests are intended for healthy people who have no obvious bowel symptoms (such as bleeding from the bowel, persistent changes in toilet habits, unexplained tiredness or weight loss and abdominal pain). Anyone with bowel symptoms should discuss them with their doctor as soon as possible and not wait for a screening test. How do I get a bowel screening test? The free test kits are automatically sent in the mail to eligible people aged 50-74, and people aged 45-49 can join the program by requesting their first test kit. It’s important to keep your postal address up to date with Medicare or DVA, as this is where the kits will be mailed to. If your test kit has expired, was thrown away, is damaged or never arrived, a free replacement test can be requested online at ncsr.gov.au/boweltest or by phoning 1800 627 701. Improvement in stroke treatments and the awareness of the need for early intervention when someone has a stroke have improved the survival rates. However, memory issues are one of the common side effects of surviving a stork. 19 The Doyles Art Award has closed entries for 2025 and is now set to take over the Firth Park Community Centre in Mudgeeraba for its annual exhibition of representational art. The award generates an exhibition of finalist work that numbers over 500 artworks. Artists compete for the $33,000 prize pool, with a $20,000 acquisitive cash prize for the winning landscape entry. “We have had entries from every state in Australia” says Sam Sinner, Event Director. “It’s testament to the reputation of The Doyles as an excellent vehicle for showcasing Australia’s artistic talent, in a representational style. Representational art is our focus, a style that requires high level technical skill to pull off well and it is also a style that most people can relate to regardless of age and stage.” Sam goes on to say that this does not mean the exhibition is full of traditional ‘drover style’ artworks. There is a huge variety of ways to visualise our landscape, as well as our people and our things. It’s a joy to wander through the exhibition and be surprised by the interpretations. “Of particular note this year are the excellent submissions in the junior categories. It’s encouraging to see organisations like The Doyles inspire and offer opportunity for recognition in our creative youth. I think the future Gold Coast art scene is in good hands and I applaud the art teachers who have supported these students.” Says Sam. The Doyles Art Award is a not for profit organisation, run by volunteers. Entry is free, with the option to donate a coin or two to support the award. Categories include Landscape, Still Life, Figurative, Juniors and All Abilities.
